New China Ties Offer Glimmer of Hope for Taiwan Banks
Signs of renewed life in banking ties with China may be the one bright spot for Taiwan's banks this year as they struggle with an overcrowded home market and a global economic environment set to crimp their profit outlooks.

Taiwan recently announced it will allow banks from political rival China to take stakes of 5 percent in local ones, while Hua Nan Financial is bidding to become the first Taiwan bank to make a direct investment in a Chinese peer.
Hopes of a bright future for banks grew after Taiwan and China signed a trade deal in June 2010 that brought ties to their best in 60 years of hostility and held out the promise of access to the huge and lucrative mainland banking market.
But little progress was made since the deal, largely due to sensitivity over a reciprocal opening of Taiwan's financial sector while China still retains its political aim of taking control of the self-ruled island.
"The prospect for the banking industry looks dim, at least in the first quarter, depending on how much worse the euro zone debt crisis gets," said J.J. Lee, chief investment officer at the fund unit of Fubon Financial.
"A stake investment by mainland banks would offset the downside of the outlook and could be the biggest story of 2012 for financial shares," he said.
Two of the mainland's four big banks, Industrial & Commercial Bank of China (ICBC) [601398.SS? Loading...? ? ? () ? ] and China Construction Bank (CCB) [601939.SS? Loading...? ? ? () ?
], are widely expected to be the first to invest in Taiwanese counterparts.
The other two, Bank of Communications [601328.SS? Loading...? ? ? () ? ] and Bank of China [601988.SS? Loading...? ? ? () ?
], have been given permission to upgrade their Taiwan offices to branches.
Meanwhile, Hua Nan Financial is seeking a 20 percent stake in China's Fujian Haixia Bank, according to a company source, in a potential T$10 billion ($333 million) deal that would be the first direct banking investment between Taiwan and China since the 2010 trade pact.
Challenging Fundamentals
Taiwan's banks face challenging fundamentals, operating in a crowded market and with little in the way of overseas operations to fuel growth.
They are seen posting a 0.53 percent return on assets (ROA) in 2011, the lowest among banks in Asia excluding Japan, according to Fitch Ratings in Taiwan.
Financial sector shares dropped 25 percent in 2011, trailing the benchmark index's 21 percent fall, which was its worst since 2008.
"Most banks target low to mid-single-digit loan growth in 2012 versus double-digit growth in 2011... Fee outlook is unclear due to a weakening investment atmosphere," according to a report by Royal Bank of Scotland published on Thursday.
Moreover the likelihood of a further global slowdown in 2012 has already seen the central bank stop its cycle of rate rises, crimping banks' income from loans. With Taiwan's economy dependent on exports, the slowdown could also cut demand for corporate lending.
Many banks are also heavily exposed to the island's memory chipmakers, and may have to make provisions in case those loans go bad as the chipmakers struggle with falling prices and stiff competition.
In addition, Taiwan is holding presidential elections in two weeks, so any new government initiatives or policy decisions won't be likely for several months.
"We see no reasons at this point to get excited about the financial sector, unless China gives significant incentives," said a banking analyst at a U.S.-based brokerage, on condition of anonymity.
Others caution that the value of any China ties might be more in the way of boosting sentiment towards banking shares, given the global economic backdrop.
"A 5 percent stake means nothing in earnings contribution. The only way it would make sense is non-economic, expanding their exposure to Taiwan," said Andrew Lee, chief financial officer of EnTie Commercial Bank.
"Any such investment is ripples in the pond, stirring up excitement in the short term. Eventually investors will focus on the sector's fundamental side. And we all know it's not going to be pretty next year."
Meanwhile, talk of a domestic consolidation has returned having been on and off the agenda for the last three years.
It has been fuelled in part by No.1 financial holding firm Cathay Financial's decision to buy a 3.45 percent stake in Taishin Financial for T$4.7 billion from private equity fund Newbridge Capital.
The financial regulator has also broached the subject, saying last week it hopes to push consolidation between state-run banks after seeking consensus with the finance ministry.

Celebrity wedding planner to walk down Okanagan Bridal Expo aisles
Heidi Allen, star of the reality television series Rich Bride Poor Bride, has seen a lot throughout her career as a wedding planner.
She's seen what an $85,000 wedding budget can produce, she's witnessed countless relationships strengthened or broken through the planning process and she's watched her husband make a grand entrance in a helicopter on her own wedding day.
But she's never seen the Okanagan.
That will change this Sunday when Allen shares some of her secrets with a room full of anxious brides-to-be at the first annual Okanagan Bridal Expo. The event will begin at 1 p.m. at Prospera Place.
"I'm very thrilled to come out, especially since this is the first regional bridal expo that they've had. I'm so excited to be a part of that," said Allen.
Bridal expos aren't a regular gig for Allen who admitted she likes to "pick and choose" what she commits to. She prefers one on one conversations with women who are getting ready for their special day.
Perhaps that's why Allen convinced organizers to let her have some time in a booth where she can answer individuals' concerns.
"For me, the wedding industry is second nature. To a lot of these girls, if they don't have a cousin, best friend or co-worker that's been married, they have no idea where to start.
"I love that I'm able to say, 'What are your questions?' I'll point them in the right direction so they can have the most incredible day of their lives."
Allen's speech will focus around planning a wedding and, more specifically, hiring a wedding planner.
"It's becoming more common that people are hiring wedding planners . . . there are different services that wedding planners can do to help people through the process so it is not as costly."
Allen's career in the world of weddings began 17 years ago as a wedding photographer. Since then, she's shared her knowledge while gravitating through various mediums such as magazines, radio and television; however, her passion hasn't escaped her.
"I eat, breathe and sleep the wedding industry . . . wedding planning seemed to always be the one thing that kept me going."
Six years ago, Allen's career took an exciting leap when producers of Rich Bride Poor Bride contacted her, asking if she'd like to audition for the show.
When asked how much of the show is staged for entertainment value, Allen laughed and said, "I'm telling you, those couples really are that crazy."
Her best advice is to not let emotions get in the way of wedding planning and to try to enjoy the process.
"Planning a wedding should be an exciting and thrilling part of your life, not the most stressful."
And after 17 years in the industry, Allen's emotions still get the better of her when she witnesses couples say, "I do."
"I still get choked up, get goosebumps and cry because I feel like I've been given such a privilege to be part of this incredible moment.
"The moment you get immune to it, you need to get out of the industry."
Along with Allen's wisdom, the event will feature over 17,000 square feet of exhibits from the Okanagan's top wedding professionals.
Tickets are $10 in advance or $15 at the door.

Android Central @ CES 2012
We're headed back once again in beautiful Las Vegas for the 2012 International CES. (That's Consumer Electronics Show for you noobs.) It's an insane amount of all things tech, from phones, to TVs to cars to tablets to -- well, just about anything you can think of, and a number of things that defy logic.
Some CES basics:
- CES doesn't officially start until Tuesday, Jan. 10. That's when the show floors open.
- But Monday, Jan. 9, is Media Day. Press conference after press conference. It's a little insane, actually.
- And stuff's actually going down on Sunday, too. Le sigh.
- Unlike years past, the Adult Entertainment Expo isn't taking place at the same time, adjacent to some of the same venues. There shall be no (or at least not quite as much) accidental mixing of nerds and nipples. (We can't be held responsible for what happens in Vegas after hours, though.)
- We're going to have more liveblogs than you'll be able to follow. It'll be epic.

Carlton Norah, Louisiana Inmate, Pleads Guilty To Threatening Obama
LAKE CHARLES, La. -- A 25-year-old inmate at a federal prison in Louisiana has entered a guilty plea to making threats against President Barack Obama and his family.
U.S. Attorney Stephanie A. Finley said Thursday that Carlton Norah entered the plea before U.S. District Judge Patricia Minaldi to one count of making a threat against the president. A sentencing date has not been set. He faces up to five years in prison and a $250,000 fine.
Norah was indicted in June 2010. Finley says Norah tried to mail a letter he had written that contained a threat to kill or harm the president. It was addressed to the president at the White House. Prison officials discovered the letter before it was mailed.
Norah said Thursday he intended for the letter to be taken seriously.

Busey, Haggard baffle in 'Wife Swap' interview
By Sofia M. Fernandez , The Hollywood Reporter
Actor Gary Busey and former New Life Church pastor Ted Haggard promoted their appearances on ABC's "Celebrity Wife Swap" in a bizarre interview on the Los Angeles morning show "Good Day L.A."
Before the interview began, the program ran clips that featured Haggard saying he doesn't think gays are Satanic, and Busey telling Haggard's wife that he's lived past lives as a Native American, a fighter at the Alamo and a witch burned at the stake.
Busey began the interview by thanking host Steve Edwards for being nice to him when he was nominated for an Oscar for 1978's "The Buddy Holly Story."

After that, the rocky ride began.
Co-host Dorothy Lucey told Busey he was "crazy," and received no response from the actor other than silence and an inquiry into who asked the question.
Technical glitches occurred throughout the satellite tour, with awkward pauses between questions and answers, and all involved frequently interrupting one another.
The interview subjects spoke more about their views on faith than "Celebrity Wife Swap" and wondered aloud "what these guys had for breakfast" when the talk turned to gay marriage.
Edwards' comment near the end of the segment summed up the exchange best, "We have to go, not because this is uncomfortable."
