Trayvon Martin case: Task force wants changes in Stand Your Ground

The group of legislators, attorneys, police and legal experts stopped short of calling for an absolute repeal.

An independent task force wants major changes, but not an outright repeal, of Florida's "stand your ground" law after the shooting death of teenager Trayvon Martin.

State Sen. Chris Smith, the organizer of the group, delivered the recommendations to Gov. Rick Scott and legislative leaders on Monday.

Smith said the group ? which included prosecutors, defense attorneys, police chiefs and law professors ? could not reach a consensus on whether to get rid of the seven-year-old law that allows a person to meet force with force if they reasonably believe they are in danger of being killed or seriously harmed. The law removed a duty to retreat that previously was in the state's self-defense law.

"We took an adult look at 'stand your ground," Smith said. "We had adult discussions, not political, but adult discussions on 'stand your ground.'"

Neighborhood watch volunteer George?Zimmerman?said he acted in self-defense when he killed Martin earlier this year in Sanford. A special prosecutor, however, charged?Zimmerman?with second-degree murder following weeks of outcry and protests.?Zimmerman?has posted bail and is currently in hiding as he awaits trial on the charges.

Smith, a critic of the existing law, put together his own task force to look at the law after complaining that Scott was waiting too long to respond to the Martin killing. A separate task force assembled by the governor is scheduled to hold its first meeting in Tallahassee on Tuesday.

Smith, D-Fort Lauderdale, said he would a sponsor in the bill in the Florida Legislature that includes the changes recommended by his group, including one that requires that a grand jury and not a prosecutor determine whether "stand your ground" can be used to avoid arrest.

Smith's group also called for creating a system to track self-defense claims in Florida and to make it clear that the police can detain and question someone even if the person contends they were acting in self-defense. Smith said the law is now ambiguous on whether police are allowed to detain a suspect.

The 21-page report by Smith's group includes recommendations that either had unanimous support, or a supermajority. Smith noted that only a simple majority supported a repeal of the stand your ground law and that he would not "waste" the time of the GOP-controlled Legislature or public by sponsoring a bill to repeal the law.

One recommendation that received a supermajority ? but not unanimous agreement ? was that police should be allowed to charge someone if the person killed was unarmed or was in the process of running away. Martin was unarmed when?Zimmerman?shot him.

Rep. Dennis Baxley, R-Ocala and a sponsor of the 2005 'stand your ground' law, said he's not surprised that Smith's group came up with recommendations to overhaul the law.

Baxley said he wanted the governor's task force to stay on its mission to look at all of the state's self-defense laws.

"The mission is not to have a kangaroo court and say's what wrong with stand your ground," said Baxley, who is a member of the governor's task force. "The importance of the mission is to review public safety and protection."

Other task force members said they could not comment until they had a chance to read Smith's report.

But Rep. Jason Brodeur, R-Sanford, said that he would be interested in anything to make "Florida a safer place" as long as it did not diminish the ability of Floridians to defend themselves or their families.

Smith on Monday repeated his push to have the Florida Legislature deal with the state's self-defense laws in a special session instead of waiting until next year's legislative session. He said the law continues to be "used and misused" throughout courtrooms and remains fearful of "copycat" crimes similar to what happened to Travyon Martin.

Smith also wanted to present his group's recommendations to the Scott-created task force at its first meeting. But Lt. Gov. Jennifer Carroll, who is leading the Task Force on Citizen Safety and Protection, turned down his request.

Her letter to Smith says it would be unfair to let him speak since no one else from the public is scheduled to address the group. She instead offered him to make a presentation in June.

"I guess I'll attend and maybe it put it on their windshield wipers on their cars campaign style afterwards," Smith said.

Robots Win Battle For Attention At Science Fair

Kids love robots.

A family visit to the USA Science and Engineering Festival in Washington this weekend drove that point home again and again.

There were robots everywhere. We saw robots designed by high-schoolers to shoot baskets. There was a wheeled R2-D2 robot at the CIA's booth, complete with the agency's logo on the wheels. And there were da Vinci surgical robots from Intuitive Surgical that let future doctors ? and patients ? try their hand at tasks requiring pinpoint accuracy.

Technology can be cool. And there's no denying that whiz-bang gizmos appeal to young minds brought up on video games.

But there's more to science than that. I didn't see a booth for a simple scalpel ? or one for watchful waiting.

?

And that seemed like a shame. Yes, the festival's stated purpose is to "re-invigorate the interest of our nation's youth in science, technology, engineering and math" pretty much by any means possible. But often that favored the gaudiest gem.

To be sure, the National Academies took a crack at getting kids (and their parents) to think scientifically at Decisiontown, a make-believe place where people make logical choices about food, health and the environment. And the American Statistical Association got a lot of mileage out of a simple stepladder and toy parachutes. The closer your drop came to a bull's-eye on the floor, the bigger prize you could win.

But the lines were a lot longer at the booths with robots.

Less can be more in science. At the recent TEDMED meeting in Washington, Dr. Ivan Oransky (disclosure: a friend of mine) compared the practice of medicine to Moneyball, the book and movie about how the right stats can make all the difference in putting together a winning baseball team.

Doctors and patients shouldn't be expecting a home run from every test or treatment. Sometimes it's better to let a medical pitch go by without swinging.

But you need to know some stats to improve the odds of making the right choice. And I didn't hear any robots talking about that.

Now I succumb to dancing robots.

Those of you old enough to remember Windows Mobile no doubt played Meon at some point. The idea's simple enough — you use light to free the cute little Meons from whatever it is that's keeping them trapped. The game starts out simple, but pretty soon you'll be bouncing light off mirrors and changing colors with prisms to the point that you're not sure what started where, or where it's going to end up. It's strangely addicting.

The Android version is faithful to the original. Our only real complaint is that it doesn't really take advantage of the larger screen sizes.

We're just beginning our sojourn through this year's BlackBerry World, and we've already found a rare gem that may not get a lot of face time here in the States: the Curve 9220. This little 3G-less beaut takes advantage of BlackBerry OS 7.1, but it isn't going to attract the spec-hungry folk -- it packs a 2MP camera and features a 2.4-inch non-touch display with 320 x 240 resolution. It very well may, however, gain the favor of anyone looking for a budget-friendly BBM device. Seeing as this is the phone's major selling point, we made sure to take a few minutes to play with its keyboard. Compared to the QWERTY-laden legends that have graced BlackBerry devices for years (the Bold 9900 and Tour come to mind), the 9220's keyboard has some big shoes to fill, but unfortunately you won't be blessed with the same kind of experience that you'd have when using one of its elder brothers. Due to the phone's petite size, the individual keys -- arranged in standalone formation and without frets -- are a bit cramped and felt a little too slick for our taste. Of course, this isn't poised to be the latest and greatest that Waterloo has to offer, but for the low price of 10,990 rupees (about $210), it's still a pretty sweet deal for messaging lovers on a shoestring budget.
